The different between this two machines is, plastic comb can be reused but wire-o only can use for one time. Wire-o binding more for official submission, it looks more high standard and better. ( example: most table calendar using wire-o binding)
When you get your binding machine, think twice before you get you, you may need the high-end machine, which you can choose how many holes for a A4 paper. Some of the low-end binding machine, has fixed no of holes for the document and it cannot be adjusted.
